his pastor. he compared the response to katrina to the 9/11 attacks and florida. bill: what are they saying about the video surfacing now? >> reporter: the obama campaign says it was open to press coverage and was covered extensively at the time. they blame mitt romney and his allies. the only thing wrong about this is we should -- they call these desperate attacks. bill: we are going to talk to ben lebolt later in the hour. their is enormous pressure on both sides. bret baier is the anchor of special report. the cohost of tonight's special debate coverage on the fox news channel. here is the figure. what you are hear being how this speech plays into tonight's debate if at all. >> reporter: here on the ground's not factoring in as far as the debate prep, as far as being a factor in the debate. it's not believed to be a question. it's probably not going to be something that's brought up by one of the two candidates. is it setting the table? is it what some people are talking about? i'm standing on a platform with a lot of different media and everybody next to me talking about

as part of louisiana. first of all, i'm offended with that given with what happened in hurricane katrina and to put it together with 9/11 as well. this is old news when -- >> but it is old news. you didn't cover barack obama telling a large black audience that the administration couldn't see part of the united states. >> first of all, that's not what he said. >> yes it was what he said. he told a large black audience that the bush administration considered new yorkers part of the american community and floridians part of the american community, but he didn't consider them in new orleans part of the american community. that's telling a black audience who clearly understood what he was saying with the analogy of the bullet in the baby's arm that somehow they weren't part of the american community. >> unfortunately i have to leave it there. thank you both for being with us this morning. erick, i wish you were in studio. >> i think it would be more fun. >> we did have fun. >> we'll have more fun in the next hour. >>> 39 minutes past the hour. it is go-time. the first presidential debate take

of the war in iraq, afghanistan, and the dismal response to the federal government to hurricane katrina, and the conditions that allowed the financial crisis of 2008 to happen, on and on. it is a long list. a few months ago, a cnn poll found bush is the least popular living ex-president. somehow he still gets better favorable ratings than the republican that wants to be our next president. here is the question. what does it mean for mitt romney if he's less popular than george w. bush? that can't good-bye. go to cnn.com/caffertyfile and post your comment on my blog. or go to our post on the situation room's facebook page. >> can't be good, indeed. thanks very much for that. lisa sylvester is monitoring some of the other top stories in "the situation room." including very ominous signs coming in from iraq. >> last month was the deadest in iraq in the last two years. 365 people lost their lives to the violence that still plague it is country. half of the victims were civilians. the other half soldiers and police. baghdad's government blames blood said on sunni insurgents with ties to al q

crowd about the bush administration's failed response to hurricane katrina. republicans are highly critical saying it shows the president appealing to racial solidarity. they are touting it as a newly uncovered clip. this was already reported on in 2007 when it happened and much of that reporting came from the very same news organizations who today are calling this new video. the obama campaign said it's a desperate attempt to shift the conversation away from romney's 47% remark and obama spokesman ben leebolt said if the republicans are going for this sort of attack at the debate tonight, they are in for a surprise. more coming up after the break. stay with us. you're about to watch an ad message created by a current tv viewer for capella university. matter. education is the key. it is the vehicle. it's the way in which we evolve. every journey is different every possibility is unique. but the beginning, the beginning is my craft. i'm an ordinary person striving to achieve extraordinary things. it started with a dream and i'm on my way there. hershey's drops. a lot of hershey's ha

among other things of the government's response to hurricane katrina. >> when hurricane andrew struck in florida, people said, look at this devastation. we don't expect you to come up with your own money. here. here's the money to rebuild. we're not going to wait for you to scratch it together. because you're part of the american family. what's happening down in new orleans? where's your dollar? where's your stafford act money? it makes no sense. it tells me the bullet hasn't been taken out. it tells me that somehow the people down in new orleans, they don't care about as much. >> so at the same time yesterday, there was another video posted on the huffington post showing congressman paul ryan speaking in november of 2011 about ten months ago about a moral tipping point in the united states. that was six months before mitt romney's 47% remarks. >> before too long, we could become a society we were never, ever intended to be. we could become a society where the net majority of americans are takers, not makers. today, 70% of americans get more benefits from the federal government in dol

president obamab talking about race, the reverend wright and hurricane katrina. what are voters telling you? are these videos resonating? >> these voters are so worn down not only from the primary here in the state of new hampshire but over the past several months with the attack ads, back and forth, i don't know that they recognize either of the candidates if they weren't in slow motion in black and white. at the end of the day, i think what the voters are looking for is unless it's an extremely radical video, showing something -- even the 47% video which seemed to resonate with a lot of the country, that wasn't as big of a deal here in new hampshire. what people are looking for is what their solution is for jobs, the economy and things that are more substantive than viral videos unless it's, as i said, something really extreme. >> we'll look forward to some answers, honest answers. paul westcott, thank you. -[ taste buds ] donuts, donuts! -who are these guys? -oh, that's just my buds. -bacon. -my taste buds. -[ taste buds ] donuts. how about we try this new kind of fiber one cereal? you t

response to the katrina disaster in new orleans, he did say that black people were frustrated living in the inner cities, not having any hope. none of which is inflammatory as the daily caller and sean hannity seem to think. >> maybe it is desperation as some critics are saying. the timing is key. to be fair, howard, this video tactic is being deployed by the other side as well. we pulled out this clip. this has popped up on the huffington post. >> gthe good news is survey aftr survey, poll after poll still shows that we are a center right 70/30 country. 70% of americans want the american dream. they believe in the american idea. only 30% want the welfare state. >> so, again, just context for our viewers that was paul ryan, this is a speech from last november. the whole speech has been on youtube since last fall. so my question to you, howie kurtz, are there really substantive points to be scored here by drudging up these all videos? >> there can be. i don't have any problem with it, people on either side drudging up old videos. it helps if the video you're drudging up has never been

speaking to an african-american audience about victims of hurricane katrina. fox news host sean hannity prominently featured the video as a gotcha moment. >> it contains some of the most divisive class warfare and racially charged rhetoric ever used by barack obama. >> reporter: nbc, along with several other media outlets, covered the same speech at the time. mr. obama spoke at length about the hurricane response. >> people asked me whether they thought race was the reason the response was so slow. this administration was color-blind in its incompetence, but -- but everyone here knows that the disaster and the poverty happened long before the hurricane hit. >> reporter: late tuesday the obama campaign responded calling hannity's coverage desperate, adding in a transparent attempt to change the subject from his comments attacking half of the american people, mitt romney's allies recirculated video of a 2007 event that was open to and extensively covered by the press at the time. >> this is why i like coming to vegas. >> this is a great place to be. >> reporter: meanwhile, a new round of

to make a difference. in 200510-year-old talia lamond watched from her home in iowa as hurricane katrina devastated the gold coast. >> first i want to use these. >> reporter: even at such a young age she felt compelled to help people affected by the storm devising plans to trick-or-treat for donations, rather than candy. >> why did you decide to do this? >> well, i don't know who wouldn't want to. i mean, who wouldn't want to help? >> reporter: her plan gained momentum. only after some initial opposition from an unlikely foe, her young eer brother xander. >> i'm opposed to it? >> why are you opposed to it? >> because i want my candy back. >> yet xander's opposition actually brought a swell of support to the cause, and kids around the country joined talia to tally more than $10 million. though at 10 years old she took on the title of ceo, chief executive optimist, and named her organization random kid, and out of that simple act of kindness a philanthropist was born. >> don't be afraid to like embrace that. >> reporter: now 17 and a senior in high school, she continues to do good and shar
